Cap and Cease coming?

Hi, I lodged an application for a 175 visa in Nov 2011. I'm expecting a case officer to be allocated any day anxiously. In the past few weeks DIAC has slowed down CO allocation considerably and has limited CO allocations for some visa subclasses (eg. family sponsored 176) due to "there being a low number of available visa places remaining this program year". I am very very worried about the possibility of ceasing priority 4 applications. Do you see this coming?
