Aged Parents Visa

My son is currently waiting for his visa for his family to emigrate to Australia.  My husband and I are hoping to join them and emigrate under Aged Parent Visa.  My husband will be 65 next year.  Is it true that we can go to Australia and whilst there we can go to DIAC and apply for aged parent visa.  We are aware they can take up to 12 years to come through so is it right that we can have bridging visa in the meantime to enable us to stay in Australia with our family.
