9 months and no case officer, is it normal?

Hi everybody,

I lodged my online application on 23rd November 2009 but no CO has been allocated yet.

I appreciate if anyone can tell me whether it is normal? do you think I should expect a longer wait?
I'll be happy to hear your experiences.

Some details of my case:
175
biomedical engineer ( new SOL list)
before 14 July 2010 my case fell into priority 7; but now it is in CAT3
