To visit Australia, you will need to apply for a Subclass 676 Tourist visa. Here's a link to the Department of Immigration's information about applying. It also has information about the documentation you will need to provide with your application:

To become admitted to an Australian university, you will need to apply to an accredited college or university and be accepted. When you are accepted, you then apply a visa and lodge your application with the Australia High Commission in Islamabad.
To find accredited universities, just Google "CRICOS universities Australia".
